Smart City Cockpit for UAE Municipalities — ICCC + VMS + EMS + Visual Bot

The four-layer cockpit

Each layer is a working module with its own operator role, KPI set, and integration surface. The cockpit shows them as one pane; the underlying architecture keeps them cleanly separable so the deployment scope can be phased.

ICCC

Integrated Command & Control Centre

A municipal-scale ICCC that normalises feeds, incidents, and KPIs from every other layer into one operator pane. Drill-down from a city map to a single camera, a single incident, or a single citizen-service ticket without context-switching between systems.

VMS

Cloud Video Management

Hardware-agnostic, ONVIF-driven cloud VMS that onboards the heterogeneous camera estate UAE municipalities actually run — Hikvision and Dahua estates already in service, plus Axis, Hanwha, Bosch, FLIR, and local OEMs added as the estate modernises.

EMS

Enterprise Management System

Health, SLA, and KPI dashboards across every site, plus a workforce module that tracks operator presence and shift handover. The EMS turns "is the camera up?" and "did the operator see the alert?" from anecdote into measurable operations data.

Visual Bot

Arabic + English Visual Bot

Natural-language forensic search across the entire cockpit. Operators ask in Arabic or English ("show alerts in zone 3 in the last hour", "find the white sedan that turned left at 14:22") and Visual Bot returns the answer with the supporting clips.

In-country processing

Default deployment topology runs inside AWS UAE (me-central-1, Dubai) or Microsoft Azure UAE North / UAE Central. Cross-border replication is disabled by default and only re-enabled in writing by the controller for documented purposes.

Consent and lawful basis

Every camera is provisioned with a documented lawful basis under Decree-Law 45/2021 (UAE PDPL) before it ingests its first frame. Surveillance-for-public-safety, transport-corridor monitoring, and venue-operations are templated; commercial-use cases require an explicit basis recorded by the controller.

Role-based default

Operators, supervisors, investigators, DPOs, and auditors each get distinct roles. Every action is logged in a tamper-evident audit log, formatted for inspection by the customer's DPO and, where applicable, by the cybersecurity authority that supervises the deployment.

Dubai Live — real-time city governance

A municipal pane of glass that the Dubai Now / Dubai Smart Government stack can push incidents to and pull KPI telemetry from. Visual Bot answers operator questions in Arabic; UAE Pass federates operator identity; the ICCC layer correlates municipal incidents with traffic, transport and venue operations.

Abu Dhabi transport operations

Highway, depot and station CCTV unified with ADP traffic operations feeds and the Tamm platform. ANPR is tuned for Abu Dhabi plate formats; incident packs are pre-formatted for the corridor operators and the cybersecurity authority that supervises critical transport infrastructure.

Sharjah & Northern Emirates municipal ops

Mixed-vendor camera estates (Hikvision, Dahua, Axis, Hanwha) onboarded without rip-replace. ICCC + EMS dashboards give the municipality a single operations view; Visual Bot lets one operator do the work that previously required a fleet of separate vendor consoles.
