Vision 2030 ICCC

Vision 2030 Giga-Projects, MOI, Municipalities, Hajj & Umrah

ICCC Platform for Saudi Vision 2030 — Mega-Projects, City Ops, Critical Infrastructure

Vision 2030 sets out NEOM, the Red Sea Project, Diriyah, Riyadh's ICCC expansion, and a step-change in Hajj and Umrah operations — every one of which needs an ICCC layer that scales to giga-project size, integrates legacy and greenfield cameras, and stays compliant with the Saudi PDPL under SDAIA supervision. VMukti's contribution is the upgrade-layer ICCC plus an Arabic-first operator experience: deploy on a zone, prove operator efficiency on the customer's real camera estate, then expand to district and region. Hosted in-country on SAR1/SAR2 cloud regions, Arabic + English Visual Bot for forensic search, and a Land → Expand licensing model that means the customer never repurchases what has already been deployed.

Vision 2030 programmes we map to

VMukti is sized for the operations layer of every Vision 2030 programme that has a camera estate. Each programme below is a deployment pattern with its own KPI set and operator workflow.

NEOM

A greenfield giga-project with cognitive-city ambitions. VMukti ships the ICCC and Visual Bot as the operations layer that scales with the build: a zone-by-zone rollout that grows from district to region without recapitalising what is already deployed.

Red Sea Project

A tourism mega-project across coastal islands and resort developments. The ICCC pulls together perimeter, jetty, transport-hub, and venue feeds; Arabic + English Visual Bot supports a mixed-language operator workforce; SDAIA-aligned data residency keeps the deployment defensible.

Diriyah & Qiddiya

Heritage and entertainment-destination programmes with complex visitor-flow patterns. Crowd-density analytics, intrusion-zone enforcement on heritage sites, and ANPR for the surrounding road network — all unified in the ICCC, all retainable under Saudi PDPL.

Riyadh ICCC Expansion

The capital's ICCC expansion needs to integrate the existing camera estate and traffic-management feeds without a forklift replacement. VMukti deploys as the upgrade layer: existing systems keep running; the ICCC normalises their output and adds Visual Bot on top.

Hajj & Umrah Crowd Management

The most demanding operations window in the Saudi calendar. VMukti has run live operations at the scale Hajj requires: pilgrim-flow density analytics, stampede-risk indicators tuned for the Holy Sites, multilingual operator UX, and surge capacity that quadruples for the 10-day window and reverts after.

Saudi PDPL & SDAIA posture

In-country processing (SAR1 / SAR2)

Default deployments run inside AWS Riyadh (me-south-1), Microsoft Azure Saudi Arabia, or Google Cloud Dammam. The data-flow map is documented for the controller's SDAIA registration file; cross-border transfers are off by default and require a written instruction with a documented adequacy basis.

Saudi PDPL lawful-basis discipline

Every camera is provisioned with a documented lawful basis under the Saudi PDPL before it ingests its first frame. Public-safety, transport-corridor, venue-operations, and Hajj-operations templates ship with the platform; biometric features require an additional, signed DPIA.

Role-based default + audit log

Operators, supervisors, investigators, DPOs, and SDAIA-aligned auditors get distinct roles. Every action is recorded in a tamper-evident audit log formatted for both the customer's internal compliance review and the cybersecurity authority that supervises CII deployments.

Land → Expand: from zone to region

Vision 2030 programmes are too big to deploy as a single project and too important to deploy as disconnected pilots. VMukti's licensing and architecture support a three-phase expansion that scales without repurchasing what is already in production.

Zone

A single district, corridor, or pilot venue. Prove the four-layer cockpit on the customer's real camera estate; tune the Arabic Visual Bot to local operator vocabulary; baseline operator-efficiency KPIs against the customer's pre-VMukti workflow.

District

Multi-zone aggregation, district-level Visual Bot search, district KPI dashboards. The ICCC adds cross-zone correlation; the EMS adds workforce telemetry across zone SOCs; pricing scales on the same license model so no zone is repurchased.

Region

Regional command tier, cross-district incident correlation, and integration with the customer's regional SOC. The deployment is now a defensible Vision 2030 reference for adjacent giga-projects and adjacent agencies.

Arabic + English Visual Bot

Visual Bot is the natural-language operator interface that lets a Saudi SOC operator ask a question in Modern Standard Arabic or Saudi-dialect Arabic and get the answer back with the supporting clips. Examples from live deployments:

أرني السيارات البيضاء التي دخلت المنطقة 4 في آخر ساعة — "show me white cars that entered zone 4 in the last hour"

ابحث عن شخص يرتدي قميصًا أحمر بالقرب من البوابة الرئيسية — "find a person in a red shirt near the main gate"

أعرض الحوادث في القطاع الشمالي خلال موسم الحج — "show incidents in the north sector during the Hajj season"

Named-entity recognition is tuned for Saudi place names, MOI district codes, and Hajj/Umrah landmarks. Operator language preference persists across shift handovers; query history is shared regardless of which language each operator chose.
